About

The Honorable Justin Howard has served as an Immigration Judge at the Immigration Court in Kansas City, Missouri, since his appointment on May 28, 2016. Before taking the bench, he served as Assistant Chief Counsel for the U.S. Department of Homeland Security, Immigration and Customs Enforcement, Office of Chief Counsel in Kansas City. At ICE, he litigated cases in Immigration Court, investigated human-rights violators and war criminals, advised ICE’s agents in federal criminal investigations, and handled employer-sanctions cases. He formerly worked in private practice as associate at Shook, Hardy & Bacon, specializing in environmental and toxic tort litigation. He began his career as a prosecutor in the State Attorney’s Office for Miami-Dade County, Florida. He received his law degree from American University's Washington College of Law and undergraduate degree in Spanish and Latin American Studies from Kansas State University. Throughout his career, he has enjoyed presenting at CLE programs and other training sessions on a range of topics for bar organizations, law students, courts, and other groups. He volunteers in various capacities at his church, local bar organizations, and the City of Overland Park.
