Under the supervision of the City Administrator, the City Attorney serves as the Chief Legal Officer for the City. The position provides comprehensive legal services, represents the City in lawsuits, drafts ordinances and contracts, provides legal opinions, oversees compliance with the Kansas Open Records Act and Kansas Open Meetings Act, and provides legal counsel to City officials and staff.
The City Attorney also supervises the City Clerk and oversees Community Services. This position does not perform prosecutorial, public defender, or judicial services. The City Attorney oversees bond counsel but does not provide bond counsel or public financing services.
The ideal candidate will have a strong knowledge of municipal, public, or local government law, including land use, zoning, employment law, public finance, and constitutional law. Strong legal research, analytical, drafting, negotiation, communication, supervisory, organizational, and management skills are required.
The City Attorney must be a proven leader, relationship builder, collaborative communicator, and effective advisor who can explain complex legal concepts to non-legal audiences.
