The City of Spring Hill is seeking an experienced, collaborative, and energetic City Attorney to serve as the primary legal advisor on a wide range of municipal legal matters. This role is part of the City’s leadership team and helps guide the organization through legal compliance, risk management, proactive legal strategies, labor issues, and general municipal, public, and local government law operations.

Pay, Education & Experience

  • Salary range: $136,406.40 to $213,616.00
  • Actual starting pay depends on experience and skills considered during the offer process.
  • Juris Doctor degree from an accredited law school required.
  • Member of the State of Kansas Bar Association in good standing required.
  • Five years of experience with substantial background in municipal, public, or local government law required.

Position Overview

Under the supervision of the City Administrator, the City Attorney serves as the Chief Legal Officer for the City. The position provides comprehensive legal services, represents the City in lawsuits, drafts ordinances and contracts, provides legal opinions, oversees compliance with the Kansas Open Records Act and Kansas Open Meetings Act, and provides legal counsel to City officials and staff.

The City Attorney also supervises the City Clerk and oversees Community Services. This position does not perform prosecutorial, public defender, or judicial services. The City Attorney oversees bond counsel but does not provide bond counsel or public financing services.

Key Responsibilities

  • Provide leadership, management, and direction to the Mayor, City Council, and City staff on municipal law and legal matters.
  • Prepare and review ordinances, resolutions, contracts, deeds, easements, bonds, and other legal documents.
  • Represent the City or supervise outside counsel in civil litigation, administrative proceedings, tort matters, and eminent domain proceedings.
  • Manage legal risks and oversee outside counsel when specialized legal services are required.
  • Draft, negotiate, and review legal contracts with outside vendors and contractors.
  • Monitor changes in laws and help ensure City policies remain current.
  • Manage legal aspects of property acquisitions, easements, public works, and engineering projects.
  • Provide direct supervision and oversight of the City Clerk and Community Services Department.
  • Attend City Council, Planning Commission, Board of Zoning Appeals, and other meetings as requested.
  • Assist with KORA requests and advise on KOMA compliance.
  • Communicate effectively with elected officials, appointed officials, citizens, staff, and other interested parties.

Special Knowledge, Skills & Abilities

The ideal candidate will have a strong knowledge of municipal, public, or local government law, including land use, zoning, employment law, public finance, and constitutional law. Strong legal research, analytical, drafting, negotiation, communication, supervisory, organizational, and management skills are required.

The City Attorney must be a proven leader, relationship builder, collaborative communicator, and effective advisor who can explain complex legal concepts to non-legal audiences.
